No, I do not think it’s okay for a child to be naked in public, no matter what the circumstances. Children might be too young to appreciate the full concept of modesty but that doesn’t mean you shouldn’t teach it to them anyway. Show enough respect for your own body to keep it covered properly and show enough respect towards others as well.
